Cabbage meat and rice casserole

1½ | cup | Raw rice; (1 1/2 to 2) |
1 | pounds | Ground meat |
1 | small | Head cabbage |
1 | small | Onion |
½ | Bell pepper | |
1 | cup | Water; (1 to 1/2) |
A little butter |
Directions
Mix all ingredients together. Put in a large pan. Cover and bake at 350 degrees for about 2 hours.
