Thai steamed herbed mussels

1 cup Basil leaves
4 Green onions ---dipping sauce-----
½ cup Lemon juice
Lemon grass; optional
2 tablespoons Fish sauce
1 teaspoon Sugar
2 Coriander leaves; chopped
3 Cl Garlic
1 teaspoon Red pepper flakes

Directions
