Preheat the oven to 425 degrees. In a medium bowl, blend the sour cream, salt, pepper, and sugar by hand. In a large bowl, combine the scallions, bacon bits, and cheese. Place one third of the rice on the bottom of the 2-quart casserole dish that has been coated with non stick vegetable spray.
Layer one third of the sour cream mixture over the rice, then one third of the cheese. Repeat the layers, ending with a layer of cheese mixture on top. Bake for 30 minutes, or until bubbly and brown around the edges.
