In food processor, blend chilies, cilantro, paprika, garlic, brown sugar, fish sauce, lemon juice and Indonesian soy sauce. Process until mixture forms a paste. Transfer to a bowl and stir in oil. Let shrimp marinate in paste 15 minutes.
Grill or sear the shrimp for 2 minutes on each side or until they turn pink. Place each shrimp on a 6-inch skewer and serve.
