No fat soy dressing

½ cup Lemon grass finely chopped
½ cup Chives finely chopped
½ tablespoon Cayenne pepper
½ cup Basil finely chopped
2 cups Rice vinegar
3 cups Lite soy sauce (is not vegan unless you use a vegan soy sauce substitute)
7 cups Orange juice
